MM buy in small blocks for many reasons:

A) they have monthly fees not per trade.
B) they get a better price Average.
C) They scalp every trader.
D) Less of a loss if the market move against them.
E) It's just plain easier to control the price action by sitting on the bid and ask for the max time with minimum lots.

They make money everyday on every stock. The lower the Volume; the more control they have.
