How is it that the BUYOUT claim is stated here in this forum, before anywhere else throughout the internet search?

If a “TRUE” buyout was even so much as a hunch among the key players, the Safe Harbor Act would allow them to Publish that information which would likely have increased PPS in that info alone, whether or not it ever occur.
