I think the timing for Frank's PR is just right.

It was about 1 month before air time, you can't make it any later than that.

"Larry stated that Q had released the PR before RCN was ready and most sales Reps were not briefed on what the Q Net Work will provide to its Subscribers.."

Larry the phone person said something wrong. Q release the PR before SALES REPS are ready, not before RCN is ready.

Sales Reps doesn't have to be ready for the announcement of the contract, they need to be ready on 9/1/2004 when customers calls in asking for Qtv.

Whether sales reps are ready or not doesn't affect Frank's timing on his PR. That RCN's management issue.

Sales Reps are just small small employees, can't allow a company to make important decisions base on whether employees are ready or not. The Sales Reps should get ready for QTV, not the other way around.
