It would appear as chapter 7 is the answer to your question. Numerous debts,lawsuits, no facility to produce product, no license for product, no product.

I can't see what reorganization would accomplish now. I think this may be the last gasp. Unless, there is some deal in place whereas reorganization with a competent management team in place would allow reinstatement of the license.
