Q-NET TECHNOLOGIES, INC. ANNOUNCES APPOINTMENT
OF NEW PRESIDENT AND CEO IN LOS ANGELES, CALIFORNIA

Q-NET TECHNOLOGIES, INC., (OTC BB: QNTI) The Chairman and Board of Directors is pleased to announce today the election of Mr. Fredric R. Mann II to the position of President and Chief Executive Officer (CEO) of the company.

Appointed to the Board of Directors last June, Mr. Mann assumed leadership of this telecommunications, electronic publishing and computer systems Company from Mr. Weiguo Lang, founder of the Company, who will remain on the Board of Directors and continue in his position as Chairman.

"Having already provided the company with guidance and expertise in financial, legal and international business matters as a director, we saw this as a natural transition and an important roll for Mr. Mann to play. We are very pleased and excited that he shares our vision to extend our services around the Pacific Rim by accepting this appointment as we move forward," said Mr. Lang. Mr. Mann brings over 20 years of experience in corporate finance and advisory work in both domestic and international markets.

Mr. Mann was a Managing Director and initiated the Global Corporate Finance practice for the Consumer Business and Retail Industries at Deloitte & Touché LLP in New York. Prior to joining Deloitte & Touché, he was President of a Philadelphia-based investment-banking firm specializing in mergers and acquisitions, divestitures and corporate finance advisory services internationally after serving the mergers and acquisitions department at Shearson Lehman Hutton, Inc.

A lawyer, Mr. Mann earlier practiced corporate law in Philadelphia with a similar focus in serving international clients in the financial, business and economic development sectors. Mr. Mann received a B.S. in Economics from the Wharton School of the University of Pennsylvania and a J.D. Degree from the Syracuse University College of Law. A native of Philadelphia, Mr. Mann has worked extensively with international corporations in the areas of law, finance and strategic planning.
