In many parts of the world in order to get preference on local contracts, it is necessary to either have a company (or holding company) in country or to be represented by another company in country. Middle East is a good example, I am not sure about the countries in South America, Asia or the specific countries of Mexico and Cuba. Just something I considered when I read that paragraph.
