Well, in the OTC sometimes there is no other choice if you want to raise capital. I could show you dozens of genuine, real business, on the OTC that trade in the toilet because they refuse to do hyped promotion and as a result don't have enough liquidity to attract investment. It's all about the hype, never fundamentals. Most folks that trade penny stocks have no experience whatsoever in properly evaluating investments.. that's why these message boards are so popular lol!! I would almost guarantee there are some paid promoters on this very board that are not disclosing their compensation per SEC rules. There is simply to much pumping going on for there not to be.
