Is the O/S and A/S still the same?

Authorized Shares (AS): 10,500,000,000 as of February 2, 2009
Outstanding Shares (OS): 1,484,821,806 as of June 30, 2008

I wish the A/S wasnt so high, even if the company has positive gold earnings, dilution will kill any potential its got.
