yes, record date was prior to pre-14c filing I believe, MXSV

record date is before xdate

effective date is a little decieving!
effective date of 2/20 at the open - xdate 2/20
effective date of 2/20 at the close - xdate 2/21
they usually don't say at the open or close so I assume they mean at the close which would make the xdate the day after the effective date
