Good point.

It is still unfortunate that those whose investment fate lies in the balance of this venture are not considered worthy of being informed as to that fate.

"Qualified and credible" in this instance means anyone, new investor or old, with the money and the willingness to give it up now. Spending hard earned money in the past doesn't get you even 'credibility'. A few hundred dollars now trumps several thousand spent five years ago.
