The uptick rule has nothing to do with stocks priced like CTGI....only MM's can go short on CTGI and they do that by selling shares they don't have and buy back later at a lower price (they hope!). That's why they are called "Market Makers" and are allowed to naked short for a limited period of time.

Cash is King until further notice!!!

My comments on companies are usually my opinion of long term success (years). The PPS may go up or down greatly in the meantime depending on the number of greedy suckers with money.
