The penalty may be less and applicable to PP shareholders thru 12/3 as that is the date it seems they were capable of selling and the float has increased by 18 milion shares since then. It does say that the penalty is applicable if the shareholders are precluded from selling and this seems not to be the case as the float is growing. I don't understand why the company can't clear up what they're liable for ...doesn't seem like it's material material.
