if you call the newspaper you should be able to get a person. all papers are interested in revenue. with an ad or public notice they will charge x amount of dollars. most papers will print anything as it is part of freedom of the press. here where i live in the country there is not much to do so some people spend their time going to city council or school board meetings. it is not unusual to see people with an agenda pay for full page ads in the weekly newspaper attacking those organizations. sometimes you can run into an investigative reporter who wants to make a name for himself so he can move up to a larger market.
