Not really enough buyers. sure the volume can get to like 80mil but if each guy in buying close to a mil shares most at the bid than its not moving. Need greater volume as far as buyers go not just shares. Which hopefully will be generated by the completion of the contract agreement. Hopefully it will be for a decent amount of $$ so even the skeptics will jump.
