I listened to what he said again on a replay of the call. A few times. lol. I will first post almost verbatum what he said then give me take on what he was really trying to say:

Actually said on conf call:
“Finally, I will address rumors that are ciruculating in the marketplace regarding our deepwater operations. We are actively seeking a ROO. We are hopefull we will be successful in sourcing (resourcing?) a rig and we look to announce formally once we have finalized negotiations. However, I must also say that we can give no assurance at this point that we will successfully conclude such a deal.”

What he meant:
Because we have received a ton of emails from long-suffering EHRE shareholders I'd like to address rumors about the Rig of opportunity. We have the son-of-a-bitch squeaky clean, waxed, and ready to go. I am just waiting on maintenance to fix my damn fax machine so I can fax the signed copy to Transocean. Until I can do this I have to BS you about there being a chance (about a trillion-1) that we may not get this deal done. Basically legal has told me to cover my ass (CMA). Additionally, the first well in block 4 will be named "Markgovols".
