it's a little bit more difficult than that. The entire SEC only has 3500 people and has to oversee thousands of public companies, thousands of mutual funds, hedge funds of 50 states. Any attempt to expand the SEC will be met with fierce opposition from people who view it as a government intervention to the market (mostly from the republican party and libertarian). The NYPD even has 10 times more employees than that and they are still swamped with work.

And this does not even include the fact that a lot of sec employees once or still actively involved in the private sectors, hence conflict of interest.
