I'm assuming that you really do know the answer to your question... .....crooked private entities decided to practice business like bookies do .... as far as the government - yeah .. that was bad that they deregulated .. BUT, I have said it before and I will say it again .. That is no EXCUSE ! .. just because someone gives me a 'legal loophole' to take someones money ... doesn't mean that I have to do it .. I lay the blame on the crooks .

Steph at whose feet should the blame be layed at?. The Federal Government?..............Deregulation, no oversight from any agency?.........what or who could have prevented this from happening?
