with stocks on OTC, MM`s can do as they pretty much wish and not break the law. i have had a buy order in and seen the bid and trades made below my price. (different stock then gspg) and there is nothing that can be done about it. MM`s do not have to post the highest price on the bid or the lowest on the ask. they can fill which orders they choose to fill.
