Wrong.

The volume falls because no-one is willing to sell for give away prices.

There is a little rule called 'supply and demand'.

If no one wanted to sell any shares (for whatever reason) then the 'supply' dries up, and the price automatically rises.

The only reason 'volume' falls while the price remains unchanged, (THE ONLY REASON) is that the supply exceeds the demand.

RCCH is slipping into very deep short supply.

Wrong again. Anyone that wants to can buy as many million shares as they want. There is no apparent limit to the supply.
