no surprises here. The Federal Reserve is not a part of the "Federal" government, it operates on it's own without accountability or audit by Congress or anyone else for that matter. Sure, blame Greenspan, in fact just go ahead and blame every Fed chairman. They operate the ultimate ponzi scheme known as the Federal Reserve. They print money backed by nothing of value (counterfeiting), lend it to the US government and then Congress demands that the citizens pay the interest through taxes. It's quite an amazing scheme that nobody seems to take notice of. Ever notice how the Fed chairman always seems to talk gibberish and how small nuances in this gibberish can send the markets into wild swings. Now THAT'S power!
