I said it once and twice and I will say it again. In my opinion there is nothing more going on than that the clearing firm didn't already send the new shares to the brokers, they didn't receive them yet and therefore don't let you trade on it.
There are exceptions like for example Interactive Brokers where they let you sell them without already having them received. Some may have this internal policy, some not.
In this case the company is not guilty and certainly there is no NSS problem here.
