You cant trade non-marginal stock (stock that you cannot trade on margin..ie borrow money to buy) until your funds have fully cleared.

This has nothing to do with calling in an order.

If you want to trade a non-marginal stock right away the best answer is to wire the money as it clears immediately. With an ACH transfer Ameritrade doesnt actually get the money for 3 days so they wont let you buy what they see as risky investments until the money is really there.

Hope that all makes sense. Again most penny guys will wire money in if they think the need it immediately.
