When a state offers grants / tax credits in an effort to bring work to an area that has high unemployment they usually streamline the permit process and are more lenient on the engineers and contractors. They want to get the work to their area as quick as possible. These areas tend to be in rural areas that at one point had some type of automobile manufacturing, furniture manufacturing or similar work force and possible vacant infrastructure.
