Honestly, I don't know what the best crop to grow is there. I have associates that are working on it. I'll ask. For other ideas in your market... I know if you have a frost it can degrade the cotton oil and it won't hit the food guy spec, like the potato chip guys in laredo, and becomes available on the spot market cheap. The tallow/meat processing opportunities are there too.

Best Model...I think algae being grown in plastic bag tubes see (bioking.com) using carbon from a cogen plant, being fueled with biomass like glycerol, next door to a wind farm so it can turn on when the wind doesn't blow thus providing continuous power while using the heat from the cogen to help process the oil...etc etc.
