I don't get you uw86.

Shouldn't you wait until February is over to make this
observation? Does "commence in February" mean February 1 or possibly during the month of February? Surely you realize
that you've stretched your interpretation to cast the most
negative spin possible. If you don't, I want you know that
everyone else here does see it.

Your motivation is what I can't figure.
