the WesternGeco seismic report encountered aprox 49 structures of which 17 were best leads(most of the area covered were blocks 1 to 6....7,8,9 didnt have much work done on them.So, we could have assumed that the report of 14 bil+ was mostly from blocks 1 to 6 and mainly 1 to 4,which had the best leads or structures.
