Raven, I think that you hit the nail on the head. This is criminal and they should be prosecuted! A friend of mine out here in LA is a prosecutor. I am going to ask him to take a look and ask how it should be presented to the NJ Dept. of Criminal Justice. I spoke to them some time back and they said to gather evidence and then send it to them with a cover letter. They will take a look and then decide if there is enough to start an investigation.
