They still are a premium network company. Unfortunately (from a customers' standpoint) the last several years have seen employee cutbacks along with corporate changes being changed.
Nortel used to issue a fairly standardized discount structure (percentages off the list price through the Nortel website/catalog) for the customers. Now, any major purchases (anything over a few thousand dollars) need to be quoted and it has become a burdensom process for the customers and Nortel. Pricing on the same items seem to change with a whimm of the salesman and it seems Nortel is now being run by a bunch of used car salesman. I for one liked the catalog minus the discount (without any salesman interaction) but those days are gone.
