The Cities mission
The Development Services Department is comprised of four distinct and unique divisions which administer, regulate, and guide, all aspects of construction and development to foster orderly growth within the City of Calexico. These divisions include Administration, Building Regulation & Code Enforcement, Engineering, and Planning & Zoning. The Director of Development Services is Armando G. Villa. As department head, he reports to the City Manager and serves as liaison to the City Council and the Planning Commission. Overall, the Development Services Department is directly responsible to oversee all construction & development activities and ongoing implementation of the newly adopted city’s 2007 General Plan, Zoning Ordinance, Municipal & State Building Codes, Subdivision Map Act & Grading Ordinances and overall compliance with the CEQA.

Improving our systems to encourage citizen’s and the development community’s confidence is the Mission. Expediting processes, enhancing customer service, and making vital development and regulatory information available are three key elements that will be accomplished to promote Professionalism & Smart Growth. Consequently, the goal is to achieve safe efficient design, construction, and orderly developments thus improving the “Quality of Life” for the Citizens of Calexico.
