Your statement is not correct that the shorters need to cover before approval to uplist occurs..

Only if you expect the stock price increase necessary to attain the minimum price will occur as a result of a 'short cover'. Obviously the price increase has to occur before the uplist.

It is equally obvious that if an RS is used to bring the price up, then you are correct, the uplist can occur without a 'short cover'.
