Or, perhaps explain why RCCH cannot be on REG SHO even if a huge Naked Short was outstanding on RCCH?

Not false. It is one hundred percent correct. Overstock, for example, has NSS and it was on REG SHO for years. RCCH has none and it is not on REGSHO. THe NSS claim always originates out of crooked promoters trying to cover up massive dilution as you have in this stock. Dilution of 2000% in 10 months is massive.
