Temperatures of minus 30 to minus 35 combined with northwest winds of 15 to 20 km/h will produce wind chills of minus 40 to minus 45 over all southern and central Manitoba tonight. Extreme caution is advised as these extreme wind chill values will persist. Under these conditions exposed skin may freeze in as little as 5 minutes. Wind chill values are expected to moderate later Thursday morning or afternoon.
