Perhaps his professional experiences have taught him to be extremely skeptical until further proven. An occupational hazard per se.

I still am not sure if he view the Gulf and Hawk report to be enough proof or not. He didn't clearly answer than when I asked or not in terms I understood.

So The Holder what is your opinion based on the Gulf and Hawk reports?
