what is the o/s here? did they raise the a/s recently?

The current share structure as of September 2008:
Authorized Shares: 850,000,000
Outstanding Shares: 734,116,058
Restricted Shares: 264,030,000

Actually, they reduced the a/s by 100M about a year ago
