Accounting of shares by whom? The TA knows how many he's issued and the company should know....the divvy is paid on what the outstanding is at the close the day before ex date.

Anything after that is between the buyer and the seller directly and falls under bills due.

Never seen anyone not get a divvy, cash or stock, because of some mythical naked short or magic air shares.
