As someone astutely mentioned today, if the company was diluting, buy orders would have been filled immediately.

All the company can do is present the shares to the market. Only the Market Makers can act in the market.

Given the current conditions the market makers would be first in line to build up their inventories at this 'lowest' price possible. Any attempt by investors to buy would have to be processed through a market maker who would put his interests ahead of the investor.

Every one of the market makers that gobbled up that ferocious dump will be more than happy to sell those shares to everybody that wants to buy them for .0002 from here on out.

The market makers make money on the spread it is how it works. When low priced shares are available they are more than willing to buy them in order to sell them at a higher price.
