Curious how the former sets up the later in your scenario.

If this was so big they would not have wasted almost a year since the SNV takeover. If it was so big he would have hired the appropriate personnel to get the job done a lot quicker.

So it leads me to believe that the later of him not knowing what he is doing is the case.

If he knew it was huge things would have happened a lot faster.
