Short positions already have to be disclosed. That's what the bi-monthly short interest reports are for.

These people now want to make shorts with large positions file forms similar to the 13(f). I don't get it. Longs have to file those reports because they have such large positions that they can influence the direction the company takes. They may also be moving to take over the company.

None of the above applies to shortsellers, obviously.
