I use GIMP, it's free open source Graphic Image Manipulation Program. A bit clunky, but works well for my occasional use.

You need x11 installed. You might have to search to find one bundled, ready to just install. Start here:

Easiest way I've found to do what you want is to do a rough copy of the face, including some background, and paste into a new doc or layer. Then go in with progressively smaller erasers to erase the stuff you don't want. If you got lucky, some of it will be a solid color, and you can use some of those tools to auto-select an area and delete it, but hair usually breaks those up into little disconnected pieces.
