Yeah think about it:

The first 100 people today that you see could be a CEO if they wanted to be one, true? Think of the number of unqualified idiots that decide they want to be a CEO out of the blue with no clue. I'll bet 98% of the CEO's at $1 a share and under are clueless. That is why 98% or more of these are meant for flipping off momo. JMO....Anyone can start something and be a CEO in name only.
