FYI, Manufacturing Process Engineering is not responsible for the creation of the Manufacturing Flow, nor the actual running of Production Lots. Most likely, since it was limited to a specific timeframe, and most likely the 1 lead Fab for that product, most likely either the Manufacturing People didn't process the wafers correctly, or the Route Flow was Generated incorrectly by the Process "Development" Engineers, or the route flow was set up incorrectly, or the New Product Introduction was done incorrectly, Route Flows, and NPI's are both the responsability of Integration Engineering. Manufacturing Process Engineers are responsible for Manufacturing Process Improvement tasks, similar to defect reduction, etc that I outlined in my message to Tecate, but I guess I souldn't automatically expect people to know that
