Your other point is valid, however, asking how a company that doesn't file financials could restructure. I guess there are only really two choices when they run out of authorized shares to print. They either close up shop or get a new supply of shares. Getting new shares requires a restructure.
I don't know how they would have the gall to do it, but I am sure looking forward to see what they have in mind. lol
