Brigunn,

I guess you answered the investment part, but to even put a small dent in the O/S you would need to talk not 15 million shares, but 150,000,000 shares or higher..... 15 million shares at .0004 would cost $6,000, thats Nothing to the company, they need 100's of thousands of dollars if not millions to get the business plan back in gear.....

So if your not planning that kind of $$$ then it wont be much help...
