here's the response I got back from slava as promised. I just been pondering on it for awhile.

It means: "We can not provide news because news agent asking to be paid. We constantly sending news but nobody publishing them."

I don't know what second sentence means. Where do they sending news and who do not publish them and also who is that agent or agency who ask to be paid for providing service.
