well in some cases, but in some cases not. The mobile operator, in this case T-mobile, has an agreement with T-mobile to sell the phones in one or another way. Software can be included in these packages by the operator. For instance through the Sim-Card. The way BT will sell through Alcatel is by including in a package with Sim-Card maker Gemplus and then selling this to mobile operators such as Telenor (Norway), Ntt Docomo or T-Mobile. But there are other ways to include such software. The mobile operator may also have pre installed software on the phone they are selling. But in this case I have now idea, I am just guessing that since the guy with phone where using T-Mobile that maybe it was Segue Roaming Client he was using.
