"only an sec attorney may render such an opinion" really? i never saw that in the 144 rules that only an attorney working for the sec can rule on these matters. i thought any ambulance chaser amne could hire would be good to pose an opinion on anything amne wanted. just because the laws says anything, hasn't stop the prison population from rising.
