I think the idea was that "he appoints," not who is next inline. So that idea, which won't happen, could.

Pelosi would be next inline should an event happen if they both died before the replacement was named and sworn in, but as Pres, in this scenerio, Cheney could appoint Condi, like how Ford became president, appointed by Nixon after Spiro Agnew resigned. Nixon then resigns, and bam, Ford is now President!
