more than one person filing with the attorney
general (to get "enough" people doing so) to
cause the A/G to take action?
If one person's complaint isn't "enough," that
is, it doesn't have legal merit sufficient
to act upon, then all subsequent complaints that
aren't substantially different in fact also won't
be actionable.
The AG of any state is just like the SEC in that
it will look for justification to AVOID taking
action given that its resources are not infinite
and (likely) its case load is near infinite.
