You didn't find it because
it's not there. And it's not required.
The company is required by that agreement to keep 800M shares in 'reserve' ( held by the company).
That's why on 7/30/08 when the A/S was maxed out the dilution stopped and couldn't continue until the A/S was increased to 10 Billion on 9/22/08 along with the 1 for 5 R/S.
In layman's terms..Tom screwed up.
As for the 800M shares the company is required to keep in 'reserve'.. I'm not sure just how or if the R/S effected or changed that number??

7/30-2,500,000,000--Float 2,442,453,714--Restricted:...57,546,286... A/S 2.5 Billion
8/1- 2,500,000,000--Float 2,442,453,116--Restricted....57,546,884....A/S 2.5 Billion
8/4 --- No change
9/19- -No Change
9/22.. 1 for 5 R/S and A/S increased to 10 Billion
9/22.. O/S 500,000,000 .............Float ..Not reported..........Restricted ... Not reported ...........A/S... 10 Billion
9/23.. O/S 500,000,149..............Float ..488,590,647 ...........Restricted... 11,409,502 ................A/S... 10 Billion
