I bet there is more to the story than the 10% in fuel. 10% has been around for a long time in the Midwest. I have used it on my boats for a long time with not an ounce of a problem. The great US and the easy to sue laws. I got a good hunch that the owners of these boats didn't follow the proper maintanence and/or their boat has many hours but figure to themselves that boat engines last for ever
